Season ticket owner left angry over parking fine

Susana Perez, from Sherborne Road, was shocked to find a traffic warden issuing a ticket for her car last month after dropping her children to school. The 46-year-old said: “I parked in Basin Road car park and I put my season ticket on the dashboard – I share it with my husband so I can’t stick it to the inside of my windscreen. “I left my car in the car park for around ten minutes, and when I got back to my vehicle I saw a traffic warden putting a ticket on it. “My season ticket had fallen off the dashboard, so I quickly showed it to him but he said he couldn’t cancel the ticket – all he could do was take a picture of my season ticket along with the other pictures of my car and then told me I could appeal the fine.” However, when Susana received her appeal decision last week, it was not what she had expected. “I couldn’t believe it when I read that my appeal had been refused, I was so angry I just cried,” said Susana. “I think it is disgusting, I have already paid just under £500 to park in this city and now I am paying again.” She added: “I could file another appeal, but I have children and I can’t take time out to go to court – I am so frustrated that they have won.” A spokesperson from Chichester District Council said: “When someone buys a season ticket, we make it clear that it must always be on display when someone is parking and this is within the terms and conditions. “This is especially important because people can have up to four car registration numbers on one ticket. “If our Civil Enforcement Officer cannot see a valid ticket displayed, they will issue a Penalty Charge Notice (PCN). “Before leaving, they will also look to see if there is any evidence of the ticket elsewhere in the car. “If someone receives a PCN they have the right to appeal.
